EA CC EU ETS Network members met on 6-7 June 2018 in Bucharest, Romania, hosted by RENAR, the Romanian National Accreditation Body (NAB).

30 participants including representatives from 22 NABs were gathered to discuss various subjects:

EU ETS activities which took place at the European Commission since the last meeting of the Network (10-11 May, Sofia Bulgaria) such as Compliance Forum Training September 2017, Compliance Forum Meeting November 2017, Compliance Forum Training September 2018 and Accreditation and Verification Task Force meetings.

The Chair of the Network Group presented an overview on actual status of the EU ETS MRVA* Regulations Revision (AVR** and MRR*** 2020).

Information was shared among the members about the revision of several normative documents in particular:

  • ISO/IEC CD 17029, Conformity Assessment — General requirements for bodies performing validation and verification activities
  • EN ISO 14065:2013, Greenhouse gases — Requirements for greenhouse gas validation and verification bodies for use in accreditation or other forms of recognition
  • ISO 14064-3:2006, Greenhouse gases — Part 3: Specification with guidance for the validation and verification of greenhouse gas assertions.

The revised draft of EA-6/03 EA Document for Recognition of Verifiers under the EU ETS Directive was finalized and includes requirements related to witnessing and Scope 98 competences and verification of free allocations. The document has been sent for comments within EA and should be endorsed at the next CC meeting in September before being sent for ballot in this autumn.

Exchange of experience on Regulation (EU) 2016/757 (MRV) – a tour de table was made to give the accreditation bodies the opportunity to share their experience in this field. Several aspects were raised and discussed by the members of the EA CC EU ETS Network such as: scope of accreditation, witnessing activities, impartiality issues, or waiving of site visits.

International Civil Aviation Organisation’s CORSIA-scheme for which EA is preparing a training at the end of August. Details were given on the program for the training which is targeted to the members of the EU ETS Network Group and to the EA peer evaluators competent and authorized in the scope of GHG Validation and Verification.

The next EA CC EU ETS Network meeting will be hosted by DANAK, the Danish NAB, in May 2019.
